I'm split-testing some decommissioned panels from a CA power plant ($65 each for 315W) that need chips repaired in the glass, versus some new demo units for $170/each for 300W. 

They just told me it’s insured and it would carry over to me (the insurance) but I could get it decommissioned for 1.3K.

When they first decommissioned the base, there was a fair amount of flipping of old PMQs going on, but I'm sure that's all done now.If you plan to borrow from family members treat it like any other private lender - have a loan document drawn-up with the amortization/payment schedule, interest rate (& whether it is fixed or variable), prepayment options, etc.

A previous owner has poured sand into the tank so it's apparently better to remove than to try to decommission this tank.I've had a couple of other investors tell me they stay away from oil tanks.

Obviously this tank was never properly decommissioned.

I find it hard to believe that once the site was decommissioned, and that an Enivronmental agency did not come in and inspect.
