I submitted an application etc but I am going to finish the rehab to get better terms before resubmitting.The back story is that I am about 90% done rehabbing a home for a rental. 

Applications were being lost, or the website wasn't permitting tenants to fill them out.

However, without significant updates, they’re likely to reject your application outright without leniency. 

And IMHO, the prices are dropping big time (on avg. 10K/month...houses that were above 300K a year ago are not selling at 250K now) and the available rentals saturation is worse than I seen during summer season (with rents dropping from 1$-1.08/sqft to 0.8$/sqft and very little contacts and applications...just go in Zillow and look how many rentals are on the market now in Kyle, New Braunfels or Converse). 

Is your DSCR ratio greater than 1-meaning are you cash flowing (according to the lender's criteria of mortgage, property taxes and insurance (and HOA) if applicable).

My issue is, it's been almost 3 months and I haven't be able to get good tenant applicants.

Challenge is where is their motivation to properly screen applicants and get rid of nonpayers?

If the applicant comes from the pool of people that I or my tenants know, I use real estate as a way to give back as many of my tenants will not qualify credit wise or may even have a criminal background or would struggle for another reason if I were to just stick to the "background/credit check" criteria. 

Use the top three or four discriminators so applicants can screen themselves.Then you need to have clear screening criteria yourself.

In terms of other factors, I'm not sure there's a lot because I did have some people express interest in filling out an application before, and I actually got really close with one potential tenant, but it was because of the alcohol policy that he ultimately decided to back out.
