Just like self-disciple traits, it requires effort.I don't always keep the promises I make to myself (miss yoga workouts, miss publishing deadlines, etc.) and I make those broken promises into a big deal.

I would say follow the money: private insurance companies are retreating from FL and don't want to offer flood insurance anymore, so the state government is now the biggest insurance provider.
