I sent an email to the city and received a long response.

Izraul Hidashi, I believe that you have gone this long with no response because they do not want this info to be released whatsoever.

It came up that this blind was for a rental house and then I got the required response that we have all heard "I would never want to deal with renters yada yada yada".  

Henry Clark had a great response above, but you can also just reach out to a Planner in the City Planning & Zoning department if you are still unfamiliar. 

But it's early yet and we await Marco Response for more clarity on the situation.
