As far as adding fire sprinkler to residential properties...i think that only applies to a couple smaller jurisdictions within Houston city limits (Spring Branch, Hedwig Village, Bellaire, etc.).

This is owed to a number of reasons, but it mostly boils down to a 50-year endless demand to live in the area due to brilliant schools, virtually-nonexistent crime, great weather, and very high quality of life.The description I just gave you applies mostly to the more-expensive Conejo Valley area which comprises of Newbury Park, Thousand Oaks, Westlake Village, Agoura Hills and Oak Park.

(I typically have a rule that if I'm not willing to live there, I don't want to buy there.)As a comparison, I live in a "sketchy" neighborhood called Little Village in Chicago that most people are wary of, but it's mostly immigrant families and pretty quiet as long as I don't join a gang any time soon.
