This can be used to eliminate most gains of a long hold highly appreciated rental asset through 1031 + primary resident conversion to establish a more favorable ratio. 

An RMLO license does not teach mortgage brokerage management, it's a very basic license to originate loans under strict guidelines....originate, not underwrite.

Also, in TX at least, only licensed agents are allowed to show properties and some of them even have locks specific to realtors.

You will need a licensed TX attorney to oversee the legal documents, you need escrow officers and transaction managers and business development/marketing.

I would add a suggestion to work with a NAR certified international buyers representative and a licensed realtor in the state of Quintana Roo, ask the agent to send you his license unfortunately very few brokers here are licensed.
