Pace Morby and others have groups/books/podcasts/etc on this topic. 

Though, it's been a far better education than any book or course on real estate.  

Enforcing criminal laws on the books is what the gov is for.

If you read some books and listen to podcasts and most importantly, find every local real estate investor meetup you will be taking action that will pay off when you have more savings to buy.
