Everything is Z-Wave.

Review actions the fed has had to take to keep the financial wheels going, by most regards we are somewhere around plan W in options available to keep the capital available at the Fed level to distribute unto states, and states are closer to plan X if not Y or Z depending on the state. 

I see a lot of "the tenant TOLD ME...X,Y,Z" in your post. 

But our access is not specific to x,y,z property owners.

I research the properties, rent, area, neighborhood, schools, etc and literally just call and say hey I found this property, can I get x, y, and z, to tie it together and make an offer. 

My handyman and I walk thru each unit and agree we need to fix X, Y, Z.  

And I'm not sure we know even then.Rather, I think we do well to talk about OC: "I only have enough money to buy apartment X for $Y, or I can buy investment Z for $Y.

Normally they're pretty friendly and can give you an idea if they would approve or not.You should also go to some P&Z meetings to see how the process works and what the discussions are.
