Your first comment regarding attending city commission meetings seems to indicate that you are referring to affordable housing under state statues (i.e income and other federal/state restrictions).  

@Johana I have not seen anyone comment to call your insurance company and open a claim with themIf the neighbor has a leak that could be impacted your property you will want to notify your insurance asap.
