But I studied the books and CDs and leaned enough to feel confident I can sift through all the deals out there (and there are a lot)to find a good one, but lack the requisite cash buyer list to make them turn into cash for my savings account. 

You do want to sift out those with serious problems (to not waste your time and their's) but not also filter out those who could be potentially good tenants.

I don't have time to sift through all those that are BSing me to take a chance on the one the will turn out good.

See what you can find at the Treasurer's office listings and sift through them for something good with value. 

In what spare time I have,  I've found a way to sift through lots and lots of data and smoke out rentals and vacants.  

For me, I have to sift through so many to find the the ones that can steadily pay, maintain a job and not be involved in chaos.

That may take a lot longer to accomplish, but it's free and available and generally good if you can sift out the flaws in people's assumptions.
