For instance making the distinction between a gas line that serves a stove as personal property vs a gas line that serves the heater system and so is real property.   

Pennsylvania also has an inheritance tax that is distinct from the federal estate tax; federal estate tax can be zero on an estate small in value, but the Pennsylvania inheritance tax is never zero unless there is an exemption (due to family relationships that the PA Department of Revenue gives exemptions to).

Two things to note: most houses have HOAs, and the city vs. suburb distinction is nowhere near as clear as it is in NY for various and sundry reasons. 90% of the "city" by area looks "suburban," so don't assume that suburban towns are necessarily nicer than the bigger cities.
