It's ok to refuse but I would repaint for a 10 year tenant that always pays on the 1st if it were me. 

The "divots"  have to be filled with compound, sanded, primed and repainted. 

No need to repaint.

Pros:Almost maintenance free (no rot, no re-paint, occasional re-caulk)Hides bad paint and failing trim, cheaper than replacing/repainting the trimCons:They are not fastened well (they use small trim nails) and often come apart over the years with high winds.

Removed all of the carpet from the rest of the home, added some small conveniences here and there and eventually removed all of the wallpaper and repainted.

I've been doing the repainting, cleaning, and final repairs myself and should finish tomorrow.

Countertops need to be replaced, cabinets maybe sanded and repainted, they're still holding up.

Just know if you are using a speciality paint store, not Lowes or HD, talk with them about the contractor quality paints and check out the deals on their property management grade of material(especially if you are on a tight budget or expect to repaint frequently).
