We let them know that we aim to procure the MOST QUALIFIED applicant and do our best to be expeditious about it. 

This of course assumes that you are credit-worthy and have the income to procure such a loan.

So, I plan to procure a tax list, run a vacancy check, tag by list type (probate/divorce/backtaxes/foreclosure/absentee out of state, etc) and find those that are vacant and with multiple tags.

At that scale we aren't talking about just buying some real estate, we are talking about forming a major corporation to procure and manage that many rentals. 

We have procured nice funding to cover ops and "skin in the game" costs, etc.
