I am thinking 5+ units, but I would be open to a smaller property if the numbers made sense. 

It can make more sense to do PML's in the IRA instead of rentals, particularly if you use leverage since the IRA will incur UDFI on that portion of the income derived from the mortgage.

If the deal makes sense and the returns make sense, go for it.

It generally doesn't make sense to build anything on the land to then tear it down and build something else, unless development explodes and you're tearing down ramshackle to build expensive.

You'll need to build a new foundation above the base flood elevation and lower the home onto it. 

I don't think your math makes sense.
