As a lifelong Philadelphian, I would have to say the reasons vary but for the most part, corruption, patronage and poor leadership are rampant.

They current city leadership is pushing hard to expand the city west of the train tracks and almost double the incorporated city limits.  

Personally, if you're happy with your current company and leadership it might make sense for you to join other parts of the company in estimating, project management, accounting, client relationships, business development, etc.

I started out working for free, and have now moved into a leadership role at a great firm, and have learned a TON in the process, while getting paid.
