Emotional Intelligence can be increased through effort.

I would share that you respect them as intelligent adults and, as such, you will leave this issue to them to resolve and to do so immediately.  

That would be an intelligent move, and few simple phone calls and 10 minutes later--Bingo--you have your info.Let your fingers do the dialing!

After reading multiple posts from you ( And eventually started listening to David Greene ), I realize that I am not the problem but the people that I dealt with who had 0% emotional intelligence. 

I could be wrong, and maybe since I don't have the exp in this matter, I can't speak intelligently.

Once you (intelligently) combine the lists you need to have a contractor (or handyman you trust) provide a written estimate of the total cost to make the property market ready.

Some will prefer to fix toilets and others will pay others to fix toilets, so they can pursue other activities.I guess it's all a matter of personal preference and no one outlook is either right, or wrong in the absolute sense.If your time is worth a few hundred bucks an hour, paying somebody $100 an hour to do something is the intelligent thing to do.
