Thanks for your thoughts @David Barnett  What concerns me,  is big brother gubrmnt is gonna get involved quickly with this(In Boise some of this is going on already) and harm ALL landlords and in the end tenants.

In some areas, they allow you to build your first floor above the flood level but then have to allow for water to flow freely under the structure.The openings should still have grates over them to prevent wildlife from taking up residence underneath.

It doesn't sound to me like you're a professional property manager anyway - you just look after your own units - and unless you think there's a chance your friend might file a complaint against you, I really don't see the harm if it's one unit.
