Talk to some local PM companyAccounting - 1 size fit all or you can have multiple ones that handles the property level and the corporate level.

I promptly had my attorney write the Division of Corporate securities and file a complaint and let them know I had nothing to do with this. 

Here is the specific language from Assembly Bill No. 68:a local agency, special district, or water corporation shall not require the applicant to install a new or separate utility connection directly between the accessory dwelling unit and the utility or impose a related connection fee or capacity charge, unless the accessory dwelling unit was constructed with a new single-family home.If the Planning Department is telling you that you need separate utilities and you're adding an ADU to a lot with an existing SFR, refer them to the above language from AB 68.

The reason the other guy does not want to share is because what he is doing is ILLEGAL if he does not have a real estate paper offering filed at the department of corporate securities in Salem. 

I ended up with 2 corporations & 6 LLC's that I now find every CPA and attorney I speak to saying "WOW" no need for all those. 

I understand that working with professionals decreases the likeliehood of this happening (and this person is a corporate America professional) but thought I'd get some insight from this very well versed community!

Not gonna turn this forum into political views lol Back on the topic for the original question@Eddie Torres I agree with the others, some communication to the seller about how you're not a large firm buying up the property to bull doze and put a Walmart in is well within the safe to disclose content.You being a family man and purchasing this property for you family's financial well-being is to me noble.
