Because you're in the bay area you're probably investing far enough away that it won't be something you drive to regularly anyway and in that case the state line is an artificial border you've set for yourself.

Home loans interest rates are artificially low because the US is using home loans to inflate the money supply ( the FED is buying billions of dollars of home loans because it is cheaper and easier than printing money  -- study fractional reserve banking and fiat money if you don't believe me)   Without the artificially low interest rates, demand for homes would drip (and so would home prices).

Personally, I’d send a letter once convicted of a real crime (not the medicine one as mentioned, but a real crime) to the property trying to terminate the lease to what seems like bad tenants.
