@David Oldenburg I have had a lawyer draft a strong set of documents for me (about $600) who is familiar with hard money.

PM claims that we were unable to send anything sooner because of the repair delays. 2) Lawyer advised to send an email to see if they'd be willing to work something out regarding the repairs. 

So, you need to talk to a lawyer.

I'd talk to a lawyer about drawing up an operating agreement if you both want to move forward. 

I talked with a lawyer but I am running into the problem that his recommendation seems to be what is better for him, so also in search for other real estate lawyers in the area.

No different than any other member of my team, doesn’t matter if you’re a contractor, accountant, lawyer etc.
