If you want to do a little projecting and can see the rents returning back to normal (precovid with normal growth) then now might be a good time to grab one.

Would likely have to have a larger plot to account for growth vice a vertically- scaled arrangement (I'm thinking like condominium-style where the real estate is multi-story).

Tenants and growth potential-  Any thoughts on "the heights" and whether the area still has room for appreciation? 

If your goal is growth, a refi now might make most sense, but only you can make that decision.I'll also second what @Jaycee Greene mentioned that most lenders won't go to 80% LTV on a cash out refinance. 

Even worse, some job sites have potential mold growth internally.I have discovered that most of their current job sites appear to have been abandoned or close to being abandoned.
