I don't know that there is a lot you could do to curb repeat questions. 

All utilities are stubbed, roads and curbs in place. 

Kick these people to the curb and find better partners and use written contracts spelling out everything before you begin a new project in the future.Believe me,I have already been exactly in your position and I got burned like a Thanksgiving turkey!!

C" would be an area where the applicant pool has a lot of "red flags" There are more broken windows and curb appeal is lacking. 

This place is real ugly as is (I didn't mention the mansard roof that makes it look like a pizza hut) and the exterior additions would really help curb appeal and thus rentability.

For example, ceiling fans in the master bedroom and family room, improving the curb appeal and the front entrance area, fresh paint, etc. 

Kick this shady lady to the curb and go do your thing!
