if you are looking at small multifamily (2-4 units), there are a ton in the Midwest, but it looks like you are looking more at markets with a middle ground between appreciation and cash flow.

LOL not a chance anyone is going to do that laundry list for .5% or 2500.00  maybe in low value markets of the mid west or rust belt inner city where they are used to making small fees.. they will all turn into wholesalers.. just tie up a property and flip it and make the middle man profit .
