In fact the seller texted me on at least two different occasions that he was feeling very impatient and that he had two other cash offers waiting in the wings.  

I am an I.T guy.From that point of view...I would run a speed test from the areas that she complains have low connectivity.You could monitor channel traffic, and select a less used wifi channel.Another option would be to run a cable through the wall and create a wall jack for her tv.None are hugely expensive, I wouldn't happily pay for them as the property owner, but of it keeps the otherwise good tenant happy...eh.If you anticipate renting to more college students in the future, the wall jack may be a selling point for them.

Seems we have some decent traffic from Pensacola and surrounding area people on here. 

I personally wont even consider Balto city  , taxes , crime and schools .You would need an agent in every area , An agent from Pasadena Md isnt goint to check out a property in Beltsville md , with traffic its 1  1/2 hours one way . 

. ;-) We looked at Santa Barbara, Newport Beach, Oceanside, & La Jolla before deciding we didn't like the traffic, the prices of properties and the taxes.

When UCLA forecasts this stuff it is pretty detailed and even considers airport traffic, port traffic, warehouse and office availabilty, developers and more if you are interested in that stuff they do that quarterly. 

The traffic there is horrible and more and more people are finding residency within the CBD areas and that means condos.

So if I'm a local LO and want my reputation among local Bay Area Realtors to be that my preapproval letter is as good as gold, the wonky ones are full TBD Approvals even if it means I occasionally lose business from one of my fellow perpetually impatient "now now now" instant gratification-seeking millenials.
