You can't have any holes in the screens, you can't have more than 1 person per 50 sq ft of bedroom space, no flexible pipe from the sink drain and no plastic water supply to any faucets, GFIs in basements and garages and within like 10' of the sink, no flexible pipe to hot water tank or furnace, no nail holes or non-fire rated foam crack filler in the garage wall between the garage and the house because fire can spread faster from the garage to the house...

When you have these issues you can shave and stain and glue and hammer to get it serviceable, I'd just replace it.

You could go get yourself a conventional loan with 20% down and (provided your credit is good, etc) shave at least 1.5 points off that interest rate on a 30 year loan (and do even better with a shorter amortization).

I'd agree that you might not want to do any caulking or spray any foam on the property as that may indeed put you in a relatively gray area in terms of working on the property.That being said, I'd suggest letting hud know about the leak.
