In many cases...not all...... the landlord was tired of dealing with them..... hassle, needy, late on rent, destroying the unit etc etc..... they got sick of dealing with the tenants and the unit and wanted to cash out and move on.

@Josh Sicking, We specialize in landlord insurance in Texas and what we have seen is that you should use insurance if the damage really requires it, and if it is really just some delayed maintenance, you take care of it out of your expense account on the property.

Two or more layers of shingles are not ideal, even if they use more nails than they should, lacking of adhesion to plain wood or the film layer before the shingles (water shield or decking protection felt) is gone.
