Even though the syndication route will allow for you to invest passively, you still need to know how to vet a sponsor, pick a market, align your interests with the sponsor, and underwrite the deal.Gino

What we do require is a signed pet agreement that has minimal rules(pick up the crap, flea & tick prevention, etc) and we require that they send a copy of current vaccination records and a picture of the dog(s). 

If so, then maybe you should pick an area and develop an off-market campaign.

However I will say i've noticed massive inaccuracies for non-disclosure states such as Texas & Indiana (Where we've picked up deals recently).
