Sometimes with older properties, it is difficult here to insulate the underside of the roof deck sufficiently to reach modern code for our zone and you will see a lot of roofers running around here with "rigid" rules of thumb about 4" under (R24) and 2" (R10) over {which may, or may not, be applicable to the situation}  Note that insufficient insulation topside can actually contribute to rotting of the roof sheeting as it becomes too cold in comparison to the conditioned space below causing condensation along the sheeting.Naturally if you are insulting your building to exceed minimum code, then the amount of insulation on the topside would increase along with the insulation underneath.
