I could see someone choosing a rental property under 2% if it's cash-flowing $1200+ a month, but on the lower rent per month properties that net $400 per unit I could see the necessity for the 2% rule.

Structural repairs or necessity items are expected and brings you up to zero.New paint, both interior and exterior, new floors, granite counters (in a B- property will make it a B+) and landscaping et al. will force appreciation AND allow you to raise rents.As you have checked comparable properties, if they all have updated HVAC, welp you gotta step it up also!

Vacating the building was a necessity; the interior and exterior were full of debris and heavy construction for nearly 4 weeks, a situation no tenant would appreciate and I see as a liability.

Yards while nice are not a fundamental necessity to living in a place, now if they're good tenants and their lease is up and you want to give them a reason to stay then maybe spend $200 and get another year lease out of them.

Though San Diego has mild weather, it still gets into the high 70's and low 80's sometimes, and the closeness to the ocean causes some humidity, which without HVAC it is uncomfortable, same with heating, it's a necessity.
