Fraud: a deception deliberately practiced in order to secure unfair or unlawful gain (adjectival form fraudulent; to defraud is the verb).And it totally undermines the idea behind the rule, which is to offer an opportunity to get into property to folks who don't have an extra 10k or so to throw down.

If you claim there is no damage and then deliberately hide damage by "covering it up" you are opening yourself up to being sued.
