Fraud: a deception deliberately practiced in order to secure unfair or unlawful gain (adjectival form fraudulent; to defraud is the verb).And it totally undermines the idea behind the rule, which is to offer an opportunity to get into property to folks who don't have an extra 10k or so to throw down.

Certainly sometimes things go from good to bad, but it would be pretty hard to be around here for 8 years deliberately snowing anyone, which was what your original post stated.
