For an investment property (purchased as an owner occupant), that is insane. 

There’s usually not more than one investor with interest in any parcel so there’s is absolutely no incentive for the investor to pay a “wholesaler’s fee” in this scenario.In the scenario where the land is ready for development, and the economic conditions make development a profitable activity, the land owner has already been approached by the developer or multiple parties with offers to purchase.  

Planning to sell my property in vegas, just wanted a second opinion on if these are typical, fair costs in today's market.

In response to your questions:Biggest q i still dont really understand is:- what happens if i refinance before 7yr term or sellAs you'll be the owner, you can refi or sell before the 7 years. 

This also added AC to the property which it didn’t have before. 

It comes down to how each county handles property tax valuation.To put it in generic terms - a title company & lender will base your initial mortgage payment on the property taxes of the previous owner.  

And they don't have evictions, busted furnaces, or the hassle factor of property. 

I wouldn't go into it with any preconceived notions of what the owner's intentions, situation or motivation may be.
