I did do some preliminary research on Stockton and noted there was some potential for decent buy-and-hold properties, but nothing I found was what I would consider A-class property.

You can get a preliminary report for $100, and a more thorough analysis from an industry consultant for $500.  

They will likely want to see a preliminary set of plans on what you are proposing.
