@George Allen: I inquired about the the length of the loan process and the concern that "it may take forever."

My question is if I purchased them at a great price in cash what would the chances be I could borrow above what I paid for it against the property ...It sounds like you an inquiring about getting a secured 'line of credit' on the property.

When I inquired as to why a check was mailed (which would not have made it to me because I travel for work 365 days/year), they stopped payment on the check and issued a direct deposit, which I'm told will hit my account tomorrow. 

I was thinking of trying to contact Coned and inquire about past bills but I doubt that they will be any help.

However, you may be better off contacting the county's fiscal office to inquire about a payment plan.

Knowledge is king of course, and there is nothing illegal about knocking on a door and asking the occupants if they know that the home will be auctioned soon to new owners, and inquire about their intentions?
