I don't know if as foreign you are able to get a morgage but I can ask some local banks and come back to you with an answer. 

I don't bother with incorporating in CA, just file out of state and get a cert of foreign status. 

Being a foreign national, I realise that there is some red tape that I need to overcome; 1) Such as creating a bank account (which I read only two banks offer to create accounts for foreign nationals and I must come to America to create it). 1.1) I've also read that I should open a business account to pay less taxes.

You are going to have to put in heavy value add.Plus a lot of foreign investors just want to launder money here.

He was planning on preparing for a competitive  national entrance exam to a prestigious postgraduate school in a foreign country in the next year.

I've read all the articles I can about 1031 exchanges but nowhere could I find anything on foreigners (non-US persons, non-US citizens, non-US residents, etc.) using a 1031 exchange!
