Seeing I have not done a tic, I have not used this lawyer myself but I suspect CA lawyers with TIC experience is likely limited.

If you do want to move forward with this property, one recommendation I would get is to find a local contractor with experience that you trust and have him advice you on the scope of work that may need to be done as well as the cost it would take.

I am an accredited investor, looking to invest 50k to start since it’s my first one, and predominately interested in multifamily as my only previous experience is a rental I manage on Airbnb.

It seems like the LO's have no experience working with investors and are not very concerned with trying to make the numbers work.

Scams will still come your way but you'll build experience and confidence.

In my experience, "finders" (your contractor here) usually get an "acquisition fee" of around 1% of the PP.
