Right now there is 1 electric meter, all circuits go to each unit respectively it should be simple to add a 2nd meter.  

Not a deal breaker, but something to be aware of.

But not exactly back breakers.

A huge portion of buyers (possibly all of the ones that could be interested in that property) simply wont live on a busy street, it is a deal breaker for them so you could cut the price by 10% or 50% and they still wont do it.

Is it fuse or breaker? 

If you are lucky, you will find 2-4 circuits per unit - we've found a buildings with as few as 2 ... one for the kitchen, one for everything else.

We’ve all seen some behemoth corporations go down in the past decade, from the retail giants like Circuit City all the way to firms like Bear Stearns in the financial crisis.

A yellow flag, perhaps...but nothing that was a deal breaker for me.
