The general public needs a governing body to oversee this stuff to protect the public's interests.

@Tyler Bodi - the parcel that I’m looking at is zoned for planned development so if the city were to approve of more than 4 units I would be set on the zoning side.

Also dealt with my first contractor who didn't want to listen to me (female), but reacted much more promptly when I had my husband repeat my concerns and requests.

If you want to pay him an hourly rate I would suggest $125/ hour and see how he reacts.

And really no one does because there is not a substantive body of case law.   

From a tenants perspective there is always mold and it is always black mold and every tree limb is moments from falling on the house, and every neighbor is a drug dealer.It seems you have reacted in timely reasonable way. 

How will our markets react to recessionary/deflationary pressures when they arrive is my real question in combination with missing the drivers of real estate appreciation in these Major Cities?

Being within a 2 hour drive of San Francisco has me contemplating how the market out here would react if California ever finishes the high speed rail that has been in planning.
