I agree with @Taylor L. points those are important metrics to look at in the areas you know and their surrounding areas but the fact of the matter is you can make money in real estate in any market you just might have to adapt your strategy.

So I will adjust and adapt as time goes on until I see this as a no-win environment.

In my experience flood planes can be a total headache but sometimes there are ways exceptions in the code that still allow you to continue with construction - might just have to adapt a bit.I'd consult a local architect that has experience in flood planes.

You can modify and adapt to your specific project.
