The property doesn't own water front but is just woods behind house to the ocean and their are some nice public sidewalks with ocean views.

Everything else that needs done will be billed after the fact, like plumbing finishes, driveway and sidewalk pour, retaining wall, etc. 

As I remember it they bought the HOA portions of the neighborhood, sidewalks, parking, etc for an exclusive neighborhood near Presidio. 

There are numerous problems: several deep potholes in the parking lots, soil erosion under several of the sidewalks, no land scaping whatsoever, half of the complex lighting is burnt out, and this list goes on.

Said tenant is also submitting very costly complaints about the property to the city, causing investigations and fines where any little issue is found (cracked sidewalk etc.).

Need to remodel the rest of the house, probably replace roof, exterior paint and re-pour sidewalks.

Split the cost of new sidewalks with the city.

The community line is also broke in several spots and when make a left to connect to the city... they are more broken spots including under sidewalk and road, which huge expense.
