I am looking at non-residential commercial properties in downtown Hagerstown, and I've heard that within a two-block radius of the city center things are okay (less crime, better business environment, hub for many of the city's working professionals). 

Being that New Rochelle is the last Westchester station before the tracks split, the station will be renovated and from what I hear it will be a bit more of a hub, similar to Stamford CT, however they don’t have nearly as much real estate to work with in New Rochelle.

I second what @Bud Gaffney said. a Rockstar Realtor can/will be a central hub for all your connections. research local agents and meet with one or two.Edit: what specifically are you looking to do as an investor?
