We love pex, and from what I understand it can freeze but won't break- it has the ability to expand up to 3x in size which will accommodate the ice.

There are good tenants even at low incomes so as you convert/upgrade  make sure you get the cream of the crop in all units. kick out those lease violators.

I know up here in my neck of the woods we are required to use ice barrier on the lower half of the roof to extend past atleast 2' from an exterior wall.
