If you observe  issues you can talk to your local police department for advice.

Hopefully you don't work for same employer or same department. 

If the initial attempt to reason and create rapport with the neighbor through neighborly conversation is unsuccessful, I'd consider sending a certified letter next so that it's on record, start the clock ticking on that if it does end up being an attorney situation, and make friends with the local code enforcement department officers. 

Make sure the bank has a commercial department and develop that relationship.

This sounds like a very unique situation - I would recommend contacting the appropriate department (the assessor?)
