I suspect you're suffering from a bit of guilty conscience, which is probably warranted as it shouldn't take 5 weeks and 4 techs to fix an AC unit.

I would suggest you talk with an HVAC tech for guidance.

And hands me a copy of the Portland Metro business journal.Each week they feature the top business in the metro area.. in real estate health high tech you name it.this one was top 30 new construction builders..And there I was Number 24  .. and well DR Horton was number 1. 

I did a solo 401k based on saving 10% YoY for 15 years in tech, and cashed out on current bull run and for 80% LTV, 7% over 25 year amortization. 19 unit for 750K and found it through networking with 20 brokers for the right off market deal over the course of 2 years.Goodluck!

I also understand that the tenants had complained about it to the previous property mgmt company and they sent out a tech but it did not get fixed.  

Do they have some high tech security alarm?
