@Nate Hemby one of your criteria should be demeanor and responsiveness during the application process.People have every incentive to be on best behavior early…if you have difficulties now….

Shelter dogs can make excellent pets (I've rescued several) or they can have severe behavioral problems.

Look If they know they are being watched and police may be around it could stifle this unwanted behavior in its tracks .
