For properties near the fort, this had a major impact as those troops and their families suddenly left (military personnel are allowed to break their lease if the move is due to the military.

If you are renting to military personnel there's a military clause you can add in case they are deployed or stationed somewhere far away during the term of your lease.

As long as you do your due diligence to learn how to evaluate potential properties, identify cities to invest with, identify personnel to handle your property (you can go with a good turn-key company or assemble your own team), learn the basic differences in tax laws for the cities you're considering, identify landlord friendly vs tenant friendly cities, etc.

I did not live in the property for 24 months but was wondering though if I used the Service, intelligence, and Peace Corps Personnel(Publication 523) to suspend the 5 year test period and disregard the 5 plus years it was rented out.

Cost associated with subcontractors (a general contractor subcontract the asphalt and earthwork job, and they charge 10% of the subcontractor price), plus compaction equipment and personnel, overhead and profit of the general contractor, insurances, etc.I would recommend taking in consideration adding costs such as permitting, storm water pollution prevention plan (fees, silt fence, straw bales, and such things), Engineering Services, any City or County fees for the projects, inspection and material testing costs?

Its well known, hell its was publicized, that the bank hiked the rates because they don't have the personnel to handle the increased spike in refinances.
