@Matt Motil, I was under the impression that I couldn't do that with REO properties.

Often times pouring boiling water down the drains will help clear this.I do like the product THRIFT (which is sodium hydroxide crystals) for clearing out clogs and keeping sinks running smoothly; it's impressive to watch work with hot water. 

I grew up in rural Iowa and my impression (and it may be that I am completely incorrect) is that small town rural Iowa is declining in population as Agribusiness consolidates smaller family (and smaller corporate) farms.

Side notes:Right now I am getting the impression that Pilsen is the biggest opportunity neighborhood to find a multi unit within FHA limits and still be close to the Loop via public transport.

My impression (not from experience, but second hand) is that if there's a mortgage is in your name, the mortgagee will not be too keen on you trying to swap it.
