Before you all tell me to talk to a lawyer, if this is not flawed on the surface or illegal, I intend to do that next.Some of the reasons why we are thinking about this is that my father is elderly, but still in good health.

Your local health department may have information to help you implement a no-smoking policy.

If not, you may need to increase the septic to handle two family, per your county health dept codes.

It had issues, but they were things I understood (health department and septic) from prior property management. 

You might make a reasonable argument, if you were going to issue currency based on standard, that that standard should be a resource that can be depleted and/or renewed, such that the circulation of fiat at any time was dependent upon the health of that resource. 

Unfortunately he developed health problems a few years later and we were able to buy for a fair price.
