I will say that I had a difficult time getting a person on the phone in the beginning a few times to get issues fixed, but I haven't had that trouble in a while. :) It seems best to e-mail them and request a phone call if you want to speak to a person about something.

If state law says that you have to have an agreement in place before doing anything (the Minnesota example above), then you sign a "no agency" agreement and vet the person.Where you would get into trouble -- with your own principal -- is when you say that you are refusing to vet people who may be qualified.
