It is a small metal plate on the exterior that often is painted over or removed, because it doesn't seem important.

Unless the material you're going to use is rated for exterior use, I wouldn't do it.  

I cant see a garage conversion being massively out of code unless they've done structural changes (load-bearing walls, which would be exterior anyways). 

The same goes for access, parking available, on-site and off-site amenities, exterior looks plus landscaping, nearby schools, floor plan design, area retail, and more.You may have heard that you need experience before purchasing but that is a myth. 

@John LeavelleThanks John, I literally just put a couple numbers in that were low because I've completely made the property new from the roof all the way to the exterior siding, paint, unit 1 & 2 now have new carpet, cabinets, granite counter tops and tile flooring.

The inspector told him that he had to fix all of the exterior violations regardless.
