I highly doubt they were a scam.

FTC, California DFPI Case Leads to Ban Against Operators of Mortgage Relief Scam Home Matters USA | Federal Trade CommissionOffering to buy their homes and "Save their credit" or "Save them from foreclosure" could innocently put you in the state or federal regulator's crosshairs.

You may hear of people who are successfully doing it, but there have been lots of instances where people think they found a great scam to pull and then found out later it was really illegal or they somehow get burned when the jig is up.

We receive 2-3 scam requests with fake POFs and PALs per week.

Good morning everyone,(My first ever post on BiggerPockets)I've just gotten a property under contract in Irvington NJ, and I'm searching for a title company that will not look at me as a scam artist whenever I ask them for my needs.Any help or suggestions would be greatly appreciative!

...or maybe there's nothing wrong with the subfloor, and the PM company is just running a scam...I was also wondering about the missing doors--did the tenants steal them?
